INTRODUCTION
In today’s world, the amount of services offered through the Internet is increasing every day. One of the mechanisms that has grown rapidly and enables us to offer services to Internet users are the so-called web portals (Mahdavi, Shepherd & Benatallah, 2004). Nowadays, web portals have a substantial presence on the Internet. Overall, they can be aimed at business or at general use, and at the same time, they can be public or private (Liu, Du & Tsai, 2009, p. 52). Although the web portals’ design can largely vary from one organisation to another, all of them provide a single userinterface to different sources (suppliers) (Mahdavi et al., 2004). Government portals form part of the web portals of general use, design for public use, therefore, general public can access to them, and in turn, these web portals have the aim to distribute a widely range of information (Liu et al., 2009, p. 52). Government sites have become an important tool that allow governments to provide public service to the general public (Yuan & Zhongling, 2010, p. 2076). It is of paramount importance that government portals are designed for the user, in order to improve user satisfaction and enhance their use by the general public and always taking into account the factors that allow us to determine the quality of a portal web of general use: usability, privacy, security, adequacy of information and appearance (Liu et al., 2009).

LITERATURE REVIEW
The readings carried out can be classified in two differents groups according to the content. The first group of literature reviewed is devoted to define “ what is a web portal?”, whereas the second group is oriented to define the quality models that can be used for portals of general use, and particularly, for governmental portals. In addition to these two main groups, it has been considered important to perform a literature review oriented to the use of surveys as tools of continuous quality improvement of portals and to the advantage of using adaptive surveys.
What is a Portal?
Portal definition The term “ portal “ originated with reference to the web sites that were used as default homepage by the users. When users start the web browser, the first page that shows up is the default homepage (Chaffey, 2009, p. 74). Chaffey defines portal in his book “e-business and e-commerce management. strategy, implementation and practice” as” A web site that acts as a gateway to information and services available on the Internet by providing search engines, directories and other services” (Chaffey, 2009 ). Mahdavi defines them as “Internet-based applications that enable access to different sources (providers) through a single interface” (Mahdavi et al., 2004). Moraga describes web portal as “... a Web site or service that offers a broad array of resources and services, such as e-mail, forums, search engines, and on-line shopping malls.” (Moraga et al., 2006). Therefore, it is clear that the concept of “portal” is not well defined, and its use, even within the industry, remains problematic (Smith, 2004, p. 93). Overall, however, there is a coincidence when it comes to defining the objective of a portal : “is to create a working environment where users can easily and quickly navigate, to find the information they require for operational and strategic purposes, and for decision-making” (Moraga et al., 2006).
