Abstract
The research in this paper is to explore problems that may come up because of Government 2.0 implementation in Indonesia. Specifically, it undertakes a comparison of challenge and implication of implementation in advanced and developing country; it will also review citizen perception regarding Government 2.0 The aim of this research is to explore and identify challenge and implications that will arise because of implementation of Government 2.0. It will review information regarding citizens of Indonesian perception to Government 2.0. Founding from The methodology for the research included a qualitative analysis of data gathered from documentary analysis, semi-structured interviews, and focus groups guided by conceptual observations from the literature review. The finding describes that challenge and implication in Indonesia is different with previous research. However, Indonesian Internet user perception regarding Government 2.0 is positively ready to adopt. Key words: Government 2.0, Indonesia, exploratory, focus groups, perception

Introduction
Over the past five years, the percentage of Indonesia citizens that uses social networking and virtual community activities such as Friendster, Facebook, LinkedIn, and other Web 2.0 applications has enormous growth. According to data released by Communication Ministry at the end of June 2011, there are more than 45 million internet users in Indonesia and 64 per cent of its users are users on the age of 15 to 19. Global market research firm TNS also reported that 87 per cent of Indonesians who go online have social networking accounts although only 14 per cent of them access it daily. In 2003, Republic of Indonesian government issued Presidential Instruction Number 3 that ordered e-government implementation which contains about: (1) development of a reliable and trustworthy services and affordable by the public, (b) restructuring of management systems and work processes of central and regional governments holistically, (c) optimal utilization of information technology, (d) participation improvement of the business sectors and development of Information and Communication Technologies (ICTs) industries, (e) development of human resources in the government office by systematic approach which realistic and measurable stages. Since then, Department of Communication and Informatics issued several guidelines to complement the policy in all government agencies including local governments. In 2006, Council of National Information and Communication technology (Detiknas) was established.
