Healthy Life Expectancy
Healthy Life Expectancy is a measurement developed by the World Health Organization that attempts to capture a more complete estimate of health than standard life expectancy rates. It was define as an average number of years that a person can expect to live in "full health" by taking into account years lived in less than full health due to disease and/or injury. The average number of years spent in unhealthy states is subtracted from the overall life expectancy, taking into account the relative severity of such states. HLE is also calculated at age 65 to provide a measurement of the quality of life of seniors. By moving beyond mortality data, HALE is meant to measure not just how long people live, but the quality of their health through their lives. HLEs try to measure a health system's effectiveness in reducing the burden of illness. Sometimes, an illness can be shortened or the suffering reduced, but the mortality rate doesn’t change. HALEs were established to assess a health system ability to reduce suffering even if the mortality rate remained unchanged. | 2002 | 2007 |
